A level leaderboard has hundreds of players tied at the top
Once many players reach the highest level, a ranking by level alone means everyone is first, and the list looks random or flips on every refresh. Here is how to order such a board so it is stable, rewards who got there earlier, and still shows true ties as ties.
Why this works
A ranking is a promise that the order means something. When many players tie on the main measure, a fair list falls back on a second fact that cannot change afterwards, and it shows equal players the same place, so nobody sees a difference that is not real.
When not to use it
Skip it when the board is only for friends or a small group, where a plain sorted list is clear enough. Also skip it when the top is meant to turn over often; then a rolling weekly board gives newcomers a real chance.
