Let settlers wait for housing without splitting families or waiting forever
A city that accepts every arrival ends up with people sleeping in the street, but one that turns them away loses the story. Here is how to keep a waiting line of families, house whole families only, let a small one slip past a big one, and let them leave in the end.
Why this works
People arrive as groups and cannot be cut apart without breaking the story you tell about them. Skipping a group that does not fit, instead of blocking everyone behind it, keeps the line moving, and limited patience keeps it from growing forever.
When not to use it
Unfair if the player should feel the pain of a strict first come, first served rule, as in a story about injustice or a harsh bureaucracy. Also unneeded for single arrivals. Then keep the plain order and let the story show who is passed over.
