Judge a ruler's promises fairly when the election comes
Promising a school by year three is a choice with a bill that comes due. Here is how to keep a ledger of promises that tells kept from broken from still open, looks at the right day, and does not blame the player for a deadline that has not passed yet.
Why this works
Fairness means judging a promise by the moment it was due. Today's number rewards a late rush and the best number ever rewards a lucky spike, while the record kept on the day matches what the ruler could actually control.
When not to use it
Too stiff when voters care about the present, not the past, as in a quick, mood-driven game. A ruler who delivered and then lost it all may rightly be punished. Then judge by today and say so in the rules.
