Let citizens petition the ruler without a new petition every other turn

When approval hovers around a threshold, a petition event fires, closes, and fires again, until the player stops reading them. Here is how to make a threshold behave like a switch with a gap, so each unhappy spell raises one petition, and a quiet period is needed before the next.

Why this works

A mood that hovers near a line crosses it again and again. Using one level to start and a higher one to be ready again, plus a pause between, turns restless noise into an event that happens when something has truly changed.

When not to use it

Not wanted when the player should feel constant pressure, as in a game about a crowd that never calms down. Also unneeded if approval moves in big steps and rarely hovers. Then a single level with a short pause is enough.
