Draw city events that fit the city and do not repeat back to back

A random event that suits a village of fifty makes no sense in a city of fifty thousand, and the same one twice in a row feels broken. Here is a fair draw that respects what the city is, remembers recent events, and still returns something when the deck runs thin.

Why this works

Surprise needs variety, and sense needs fit. Filtering out what cannot happen here, then what just happened, and only then weighing the rest keeps events believable, while a roll handed in from outside lets you replay any run.

When not to use it

Wrong if the story needs events in a set order, such as a scripted plot with turning points. Random draws would scramble it. Also unneeded with a short deck you can read through. Use a fixed schedule for story beats and draw only the filler.

Say this to your AI

Use the Spielerando entry "Draw city events that fit the city and do not repeat back to back" (read_entry city-event-deck-eligible-weighted-no-repeats) in my game. Build it step by step, and show me how you checked that it works.
