Warn and remove idle players without kicking someone who is just watching
A player who walked away blocks a seat, but a timer that counts silence also kicks someone in a long cutscene, a spectator or a person reading the map. Mouse wiggles by a script fool a simple check as well. Here is a check that warns first, ignores the right times and counts only real activity.
Why this works
Being quiet is not the same as being gone. Counting only actions a person chooses, pausing the count when the player can only watch, and warning before acting removes the seat from people who left without punishing those who stayed.
When not to use it
Skip it in a slow, thoughtful game where a player may take minutes to decide, or in a game with a time limit per turn anyway. There the turn timer already handles absence, and an extra idle check only annoys people who are thinking.
