Mouse look speed changes from computer to computer, and the view flips upside down
Turning with the mouse should feel the same on every machine, and looking straight up should stop at the top. Two common habits break both. Here is what to leave out of the calculation, the limit to use, and a protection against sudden huge jumps.
Why this works
A mouse reports how far the hand moved, which is already a distance and not a speed. Scaling it by frame time makes a slow computer turn less for the same hand movement. Stick input is the opposite: a held position is a speed.
When not to use it
Do not apply it as written when the pointer is free, as in a menu or a point-and-click scene, where the picture follows the cursor's position instead of turning. Also, if you want smoothing for a cinematic feel, accept the lag it adds.
