A player jumps three levels at once and misses the unlocks in between
Levels unlock things such as areas, recipes or abilities. If the game only looks at the new level, everything that sat on the levels skipped over never appears. Here is how to announce each unlock exactly once and how to repair a loaded save.
Why this works
What a level opens is a fact about the level, not about the moment of the jump. Giving out everything between the old and new level, and answering by comparing levels, means no unlock is skipped or shown twice.
When not to use it
Skip level-based unlocks when access should be earned by doing something, such as finding an item, finishing a quest or paying a price. Level alone would open it by waiting, so tie it to that deed.
