Enemies grow with the player, so leveling up feels pointless
When every enemy matches the player's level, getting stronger changes nothing. When none do, early areas are boring and later ones are walls. Here is a middle way that keeps each area a place with its own difficulty.
Why this works
Players should feel both that they grow and that the world has places. Letting enemies follow the player only inside a range keeps each area true to its character, while strength still pays off when you go back.
When not to use it
Skip it if you want a fully open world where danger is a clear signal, or players should fear places they are not ready for. Fixed levels let a bold player be punished, which is sometimes the point.
