Sacrifice a district and make the casualties add up to the whole number
A hard choice such as flooding a valley costs people, and the story says how many. Split the loss across districts by size and the numbers often come out a person short or a person over. Here is how to share it out so the report is always honest.
Why this works
People cannot be cut into pieces, yet a report must still add up to the whole. Giving the leftover to those with the largest remainder is fair and repeatable, so two screens showing the same event never disagree.
When not to use it
Wrong when the loss should hit unevenly, for instance when a district with weak walls suffers more. Share by population then hides a story reason. Weight by risk instead. Also unneeded if casualties are shown only as a loose percentage.
