Let an advisor council vote, with unequal weight, abstentions and ties

A ruler's council can give each decision a story of its own, but only if the vote has clear rules. Here is how to count weighted votes, handle advisors who stay silent, and settle a tie in a way the player understands rather than a coin flip.

Why this works

A vote is a promise that the result follows from the voices. Setting the rules for missing voices and for a draw beforehand means the outcome is never an accident, and a stalemate becomes something the story can use.

When not to use it

Pointless when the ruler decides anyway and the council only advises, or when the player picks all the votes. Then a vote is theatre. Use a single advice line instead, or let advisors argue without a count.
