Move a character's story arc forward without letting key stages be skipped
A character grows through stages, but the player does things in their own order, so a later scene can fire before an earlier one. Some stages can safely be passed over, others hold the whole story together. Here is the rule that decides which jumps are allowed and says what blocks the rest.
Why this works
A story only moves people if the steps that give a later scene its meaning have actually happened. Marking which stages may be passed over, and naming the one in the way when it is blocked, keeps the order honest without forcing every player through every scene.
When not to use it
Wrong for a free, open story where players choose their own order and the scenes stand alone. There, let any scene happen at any time and write lines that work whichever came first.
