Turn a character's stat into a bonus that is fair below the middle
Stat 11 gives a bonus and stat 9 gives nothing, so weak characters look exactly as good as average ones. This happens with the most common way of dividing by two. Here is the right rounding, plus a level-based bonus that grows in steps.
Why this works
A scale should be fair on both sides of the middle. Rounding toward zero quietly folds the weak side onto the average one, while rounding down keeps equal steps on both sides, so a lower score always means a worse bonus.
When not to use it
Skip it when your game has no scores at all, or when a plain table of bonuses written by hand suits your scale better. Also skip it where weak values are meant to count for nothing, and penalties would feel unkind.
