Let a deed against one group also please its friends and anger its rivals
Helping the smugglers should please the people who work with them and upset the guards who hunt them, but not set off a chain through the whole world. Here is how to spread a change to the neighbours exactly once and keep every standing within its range.
Why this works
Players expect a deed to have neighbours, but not a whole world of echoes. Passing the change on exactly once from the group that was hit keeps cause and effect easy to follow, and one signed share per pair means no group is friend and rival at once.
When not to use it
Wrong when the world is meant to feel tightly knit, like a small village where everyone is kin and news travels fast. There, let the change travel further but weaken it at each step, or tell the story with explicit rumours.
