Make the same deed legal in one province and a crime in the next
Carrying a certain herb is fine in the hills, taxed in the valley and punished at the capital, and the player should be able to learn that by travelling. Here is a tidy way to set the laws once per land, let provinces inherit them, and check what the guards take at a border.
Why this works
People expect rules to belong to a place and to be inherited from the larger one. Writing each rule once at the right level, and letting a smaller area override it on purpose, keeps the world consistent and the lookup the same everywhere.
When not to use it
Skip it when the law is about the person, not the place, such as a wanted poster or a sworn oath that follows the hero everywhere. Keep that on the character, and use places only for what changes by location.
