Share out too little power so the hospital keeps running and no unit goes missing
When a city produces less than it uses, something must go dark. Dividing it evenly darkens the hospital together with the lamps, and dividing it by percentages leaves a unit of power lost or created in the rounding. Here is a fair rule that adds up exactly.
Why this works
When there is not enough, the order matters more than the average: the most important users are served first and only the group where it runs out is split. Sharing out the leftover pieces by a fixed rule means every unit is given to someone, and none appears or vanishes.
When not to use it
Wrong when the player should choose who goes dark, for example with a switch panel; then a fixed ranking takes the decision away. Also unnecessary in a game where shortage simply slows everything evenly, which is easy to read at a glance.
