Let a town's population grow and shrink toward what homes and food can carry
A town should fill its houses gradually and shrink gently when food runs short, instead of jumping to the limit or flickering up and down by one citizen every second. Here is a rule for the next population number that never overshoots and always arrives.
Why this works
Things that are pulled toward a target by a share of the remaining distance arrive smoothly and cannot jump past it. Moving by at least one person each step closes the last bit, and leaving faster than arriving gives the player time to react to a shortage.
When not to use it
Wrong when people should arrive in events, such as waves of settlers or ships, or when each citizen is a character the player follows by name. Then add or remove them one by one with a reason. A tiny village needs no smoothing.
