Scale a region's monsters to the player, then keep them from changing
If every region always matches the player's level, growing stronger means nothing, and if no region ever adapts, an early visit is hopeless and a late one is dull. Here is a middle way with a floor, a ceiling and a level that locks when the player first walks in.
Why this works
Strength only feels earned when the world stands still while the player grows. Setting a region's level once, between a floor and a ceiling, lets a later visit show how far they have come, while a beginner still meets fair foes.
When not to use it
Skip it for an arena or an endless mode, where the challenge should always match the player, and for a game with no levels at all. There scale on every visit, or build the difficulty into the places by hand.
