Walk between the floors of a tall base where stairs only meet at matching spots
A tower base has several floors, and a stair on one floor only leads somewhere if there is a stair at the same spot above or below. Climbing takes time too. Here is how to search through all the floors at once and what makes a stair useless.
Why this works
A building is just a bigger map with one more direction of travel. If the same routing handles stairs as an extra move with a price, nothing special is needed, and players see why a second staircase can pay off.
When not to use it
Overkill for a base with one or two floors and one stair, where a short hand-written rule is enough. It is also wrong for games where people move through ladders, lifts or holes in the floor, which need their own moves.
