Panning crawls when zoomed out and races when zoomed in

A fixed scroll speed feels right at one zoom level and wrong at all others, because the same distance on the map covers very different amounts of screen. Here is what the speed should be measured in, how diagonals fit in, and the calculation your AI needs.

Why this works

What the player feels is how fast the picture slides across the screen, not how many map units pass underneath. Fix the speed on the screen and let the map speed follow the zoom, so panning feels the same whether you see a street or the whole country.

When not to use it

Do not use it when the player should feel the size of the world, such as a vehicle or a hero that really crosses the map at a set pace. There, speed belongs to the thing moving, and the camera should simply follow it.
