Draw random world events that still make sense in the story so far

Random events keep a survival world alive, but a pure dice roll can bring back the wolves nobody has met, repeat the same visitor three times in a row, or celebrate a rescue that never happened. Here is how to roll with rules, so every draw fits.

Why this works

Chance feels fair when it only picks among things that make sense right now. Filtering by what the story has already shown, and only then rolling, keeps the surprise without a visitor turning up for someone who has already left.

When not to use it

Skip it when the events are truly independent, such as passing weather with no story behind it; extra rules then only add upkeep. Or when the story must hit a fixed beat: a drawn event cannot be relied on to happen, so script it.
