Is the target move count of my puzzle level too tight to ever reach?
Looking only at the people who finished a level makes the target look fairer than it is, because everyone who gave up is invisible. This entry shows which group to count, which two numbers to read side by side, and when to loosen the target.
Why this works
People who give up leave no trace in the finished results, so the finished group is always the happy one. Counting against everyone who started puts the quitters back in, and that is the only honest picture of whether a goal can be reached.
When not to use it
Skip it when the target is only a bonus nobody is expected to chase, or when very few people have played the level yet. Then a number means little, so watch the level yourself or ask a few testers instead.
