Choose whose petition the ruler hears so small groups are not ignored

A ruler can hear only one petition a turn. Always taking the biggest group makes the small ones invisible, and always rotating makes the crowd furious. Here is a way to give groups turns in proportion to their size and still let the smallest be heard now and then.

Why this works

Fairness has two sides: the bigger crowd should be heard more, and nobody should wait forever. Letting each group's waiting grow faster the smaller it is, then always hearing the one who has waited most, gives both with no random chance.

When not to use it

Skip it when urgency matters more than fairness, such as a plague or an attack that must be handled first. There a petition should jump the queue. Use this order only for ordinary matters and let emergencies break the line.
