Stop players raising the city level by filling it with homeless settlers

If the city level follows the head count, a player can import crowds who have no home and no work, and the town ranks up while it falls apart. This entry explains what to count instead so the level reflects a town that actually works, and how to keep the number honest when housing and jobs disagree.

Why this works

A town is made of what its people can actually live and work in, not of how many show up. Counting only those with a roof, and those with a job at full weight, ties the level to real capacity, so building homes and workplaces is what moves it.

When not to use it

Skip it when the game is about welcoming everyone, such as a refuge or camp where being sheltered is not the point, or when jobs do not exist in your world. Then count every person who lives there, with no weights.
