Make a tree or figure creep closer only while the player is not looking at it
The oldest scare in a dark wood is the thing that was further away a moment ago. It only works if the player can never catch it moving, and the cheap version is caught out by a quick turn of the head. Here is the rule that makes it fair and how to close the gaps in it.
Why this works
The fear comes from a simple promise: it never moves while you watch. To keep that promise, check both the last and the current view, so a fast turn of the camera can't hide a step taken during the swing.
When not to use it
Don't use it where the player can't control the view, such as a fixed camera or a long cutscene, or where the thing must also be fair to someone with slow reactions. Give it a visible warning and a safe zone there.
