Get smooth, natural-looking randomness from a seed, the same on every run
Fresh random numbers each frame make things buzz, and random values joined by straight lines look like a sawtooth. For drifting clouds, wandering lights or terrain you want a gentle wobble that you can ask for at any moment and that repeats exactly. Here is the standard way to do it.
Why this works
Chance looks natural when it changes gently, not when it jumps. Picking random values only at fixed points and blending softly between them gives that. Because each value comes from the seed and its position, the result is the same on every run and can be asked for in any order.
When not to use it
Wrong when you want true surprise or fairness that cannot be replayed, such as dice, loot drops or a card shuffle. Smooth chance is also wrong for sharp, jumpy effects like static or glitching, where roughness is the look.
