Decide whose order wins when a team spends from one shared treasury
Three teammates press buy in the same moment and the treasury can pay for two of them. If every computer decides in the order messages arrived, they disagree. This entry puts the orders in one agreed sequence, lets the starting player rotate so nobody always loses, and says who was turned down.
Why this works
When money is short, someone has to lose, and every computer must pick the same person. Using only shared facts for the order, and rotating who goes first, makes the outcome identical everywhere and keeps one teammate from always being turned down.
When not to use it
Don't use it when the team should agree before spending, such as a council game where a vote or a single treasurer decides. Fair rotation only settles who is first in a clash; it does not make good joint choices.
