Let allies send each other goods with a tax that creates nothing from rounding
Allies may help a struggling friend, but a gift with a tax, a daily limit and a full storehouse at the other end has three ways to go wrong: goods appear, goods are charged but never arrive, or the limit is dodged by many small sends. This entry keeps the sender, the receiver and the limit in step.
Why this works
Goods must never appear or vanish in transit. Charging the sender exactly what is needed for what lands, rounding in the direction that favours nobody, keeps the books balanced, and the limit counts what leaves the sender so a higher tax cannot dodge it.
When not to use it
Don't add a tax and limit when the game is about trust or a free economy, or when a big sender may need to rescue a friend at once. Heavy rules punish helpfulness; give allies a free, plain gift and handle abuse some other way.
