Let one kill advance every matching quest, and complete two quests on the same hit
A burning enemy dies and the player holds two quests: defeat fifty enemies, defeat ten burning ones. Only one moves, or both complete but one reward is lost in the shuffle. Here is how to hand each event to every quest that wants it, exactly once.
Why this works
One thing that happens in the game is one fact, and every quest should get the chance to hear it. Sending each event to all quests, and never letting one quest stop another, makes the result independent of how the quests happen to be listed.
When not to use it
Do not share events when two quests are meant to compete for the same act, such as rival factions. Then let only the quest the player chose take it.
