Count only levels cleared for the first time after the quest started
"Beat five new levels" is finished at once when the counter looks at old progress, and farmable when replays count. Here is a small history of first clears that gives the right answer even if the player replays, skips ahead or accepts the quest late.
Why this works
Whether something is new depends on when you asked, so the game keeps a plain order of first successes and the quest remembers its place in that order. Newness is then read off the list instead of guessed from events that repeat.
When not to use it
Skip it when replaying is the point, such as a quest to beat a level with a better result or to practise a hard one. There the repeat matters, so count improvements and not first clears.
