Freeze only the two characters in a hit while the rest of the world moves
Stopping the whole game at every hit is wrong in a crowd: ten enemies, a boss and bullets all stutter because of one blow. Giving the pause to just the two characters keeps the fight alive. Here is how and what the frozen target should do meanwhile.
Why this works
The pause is there to make one clash feel heavy, so only the two in it need to hold still. Everything else keeps moving, which keeps the world alive and stops the stop from feeling like a hang or a gap in the game.
When not to use it
Do not freeze just two when the whole screen is meant to stop, such as a dramatic finishing blow or a turn-based game that waits for the player. Use a short world-wide pause there, or a camera effect, as one shared moment.
