Let aim spread widen while firing and tighten only after a short pause
A shooter's crosshair that tightens at once feels like there is no cost to firing, and one that tightens at a frame-dependent speed makes the same pause worth different accuracy on different screens. Here is how to widen it per shot and let it recover fairly.
Why this works
Accuracy that costs something while you fire, and returns only after you stop, makes the player choose between speed and aim. The pause before recovery matters: without it, short breaks between bursts would cancel the cost and the choice would vanish.
When not to use it
Leave it out of games where aim is pure skill and every shot should go where the crosshair points, like a sniper puzzle or an arcade shooter. Use limited ammo or a reload to pace the shooting instead.
