Make crafting risky, but let a failed try give something back
If every failure destroys all ingredients, players stop trying; if nothing is ever lost, the risk means nothing. A good rule loses part of the material and makes the next try a little more likely. Here is the loss rule, the odds and the limit that keeps it fair.
Why this works
Risk only makes a choice interesting if the loss is bearable and bad luck ends. Losing part of the material keeps the fear real, and a rising chance after each miss turns a long run of failures into a promise of success.
When not to use it
Do not add failure to the core materials of a story or a tutorial, or when players cannot easily replace what they lose. Losing the only copy of something needed to go on is cruel. Make that craft certain.
