Make saving cost an item without ever leaving the player unable to save
Scarce saving is a classic way to make a scary game tense, until a player wastes the last ribbon and faces the rest of the game with no way back. This entry keeps the cost and the fear but quietly rules out the dead end, without giving the trick away every time.
Why this works
A cost makes a choice matter, but a cost that can end the game for good turns a hard moment into a dead one. The mercy applies only when nothing is left anywhere, so the player cannot farm it by spending down, and the rule stays invisible until it is needed.
When not to use it
Do not add mercy to a game whose whole point is permanent consequence, such as a hard survival game where scarcity is the message. There, let the player run dry, but warn them early and often so that it is their own doing.
