Ration a short supply between hungry buildings by priority
When there is not enough grain for the bakery, the barracks and the tavern, the one first in the list should not eat everything, and handing out equal shares can leave the hospital hungry. This entry serves the important ones fully and splits the rest fairly, to the last unit.
Why this works
Scarcity is a question of who matters most. Serving the important first and sharing the rest in proportion to need is fair in a way people can explain, and handing out leftover units by largest remainder means every unit lands somewhere and the total is exact.
When not to use it
Skip it when the player should decide who goes hungry, as in a game about hard choices. A fixed rule takes the drama away. There, show the shortage and let the player move supply by hand.
