Let only a few enemies attack at a time so a crowd stays fair
Ten enemies that all swing at once are not hard, just unfair. A small set of attack permits keeps fights readable. The trouble starts when a permit is never returned, or when the same enemy always gets it and the others wait for ever.
Why this works
A fight is readable when the player can follow every threat. Only a few attackers at once keeps that possible, while the rest add atmosphere. Handing out the turns from one place, longest wait first, makes sure everyone gets a chance and none gets stuck.
When not to use it
Skip it when overwhelming numbers are the point, such as a horde game where the player is meant to be swarmed. There, give weak enemies low damage and let everyone attack. Also skip it for a single duel.
